From our newly opened headquarters office on Pennsylvania Avenue in Washington just five blocks from the White House and walking distance from many foreign embassies, we help American businesses strategize and develop their overseas offices, help foreign businesses develop and open their American counterparts, and we assist foreign governments in developing technology transfer and advantageous relations with innovative American enterprises.
The name “Sparkline” emanates from the concept that innovation allows companies to leap forward well beyond the predictable outcome of continuing business as usual. Following the spark requires an eye for detail and an understanding of where it's headed.
Olivia Tolosa is the Founder and Principal of Sparkline Strategies, where she leverages a multidisciplinary background in communications, public relations, sales and strategic advisory to help companies navigate cross-border business development. Her experience spans market research, copywriting, proposal development, digital media and event planning, and she has led initiatives across the nonprofit sector, Capitol Hill, higher education and corporate settings.
At Sparkline Strategies, Olivia channels her talent for market analysis and stakeholder engagement into helping businesses capitalize on global relationships. As the daughter of a U.S. Defense Attaché, she grew up around diplomatic missions in Germany, Venezuela and Chile, giving her an early understanding of international collaboration. Now she uses that dynamic perspective to guide foreign firms through the complexities of launching in the United States and to help American companies find the right partners abroad.
An award-winning student journalist from George Mason University, Olivia holds a B.A. in communications with a concentration in public relations. Today she combines her storytelling expertise with strategic insight to connect enterprises across borders, ensuring they secure the relationships and resources needed to thrive in the global economy.
Olivia lives in the Washington, DC metro area with her husband. Outside of work, you can find her creating artwork, baking sweet treats for her friends and family, collecting knick knacks, getting lost in nature, or working out in the gym. Olivia is also a two-time nationally ranked strongman athlete and has qualified for nationals for both United States Strongman and Strongman Corporation in the women's Open Lightweight Division.
Larry Kahn is an attorney, entrepreneur, and educator with more than 25 years of experience navigating the legal, regulatory, and business landscapes of the energy, environmental, and maritime sectors. A graduate of Columbia University and Tulane Law School, he began his career as a U.S. Army Contracting Officer’s Representative, where he negotiated government contracts and developed innovative hazard-management programs. He spent two decades practicing maritime law in New York, advising clients worldwide on cross-border disputes, international regulations, and strategic litigation, and earning recognition as a pioneer in using legal tools to secure international claims.
Larry later transitioned into entrepreneurship, founding ventures in green industry services, technology, and advisory consulting that emphasize international collaboration and sustainable practices. He co-founded Tulane University’s Utility Vegetation Management Institute and holds leadership roles with organizations such as Tribal Energy Solutions, Blast Technologies, The UVM Company, and Sparkline Strategies. Through these roles, he works closely with foreign embassies, consulates, economic development agencies, Native American tribes, and government programs to help companies on both sides of the Atlantic build partnerships, open offices, and secure project funding.
A frequent speaker, author, and media commentator, Larry has advised governments, utilities, and corporations in more than thirty countries and has served as a subject-matter expert before U.S. and foreign courts. He remains active in the Energy Bar Association, Utility Arborists Association, and International Society of Arboriculture, and brings a global perspective to every client engagement—helping businesses navigate complex trade environments and capitalize on cross-border opportunities.
Outside of work, he lives in Mountain Lakes, New Jersey with his wife and three sons and is active in supporting the local Cub Scouts, Scouting America, and youth sports programs. He and his wife fundraise for The March of Dimes, and he and his family created and oversee a scholarship that encourages reading in a nearby underprivileged school system. He also attempts to keep up with the seemingly never-ending repair needs of his historic home.
